The need
The September 11th attacks were horrific in terms of the loss of human life and financial damage inflicted, yet they were not the worst-case scenario that many security experts believe could befall us in future, either in terms of the numbers of casualties or specifically in the use of new Weapons of Mass Destruction. The increasing innovation, sophistication and destructive potential of modern terrorists, armed with conventional, as well as Chemical, Biological and Radiological weapons, means that we must continually monitor the threat, and ensure that all effective security technologies are utilised to prevent the infiltration of terrorists, explosives, and hazardous materials onto aircraft or ships, or through airport or seaport facilities. Although no hi-tech system, however advanced, can completely eliminate all terrorist risks, the extensive range of sophisticated new security equipment now available can significantly increase the level of security in airports and seaports.
Effective security need not require long lines, delays and passenger/customer inconvenience. Indeed, many of the new security technologies can combine heightened security with increased passenger/customer convenience. The security and customer service benefits of biometric identification technology, for example, are already being realised at several airports worldwide. Effective security can now co-exist with the efficient movement of people and goods, but it requires the optimum use of appropriate technologies, combined with well trained security personnel.
