The need
Today's increasingly sophisticated and well-financed criminal networks are able to produce counterfeit passports and other identity documents which are very difficult to distinguish from genuine documents. Alliances between criminal gangs and terrorist organisations are today a matter of grave concern. All personnel who screen passports, therefore, occupy a vital role in the security system which protects us all from terrorism. The September 11th attacks were horrific in terms of the loss of human life and financial damage inflicted, yet they were not the worst-case scenario that many security experts believe could befall us in future, either in terms of the numbers of casualties or specifically in the use of new Weapons of Mass Destruction. The increasing innovation, sophistication and destructive potential of modern terrorists, armed with conventional, as well as Chemical, Biological and Radiological weapons, means that we must continually monitor these threats, remain vigilant, and ensure that security personnel are correctly trained and implement effective document screening procedures to prevent the infiltration of terrorists through border control points, airports and seaports.
The Seminar
