The need
Seaports and maritime transportation infrastructure face a myriad of threats from the vessels, people, and cargo that move through them. In the present global climate of unprecedented threats from sophisticated terrorist networks (armed with conventional, as well as Chemical, Biological and Radiological weapons), it is vital that security officers, managers and employees of seaports ensure that they operate effective procedures to prevent the infiltration of terrorists, explosives, and hazardous materials onto ships or through port facilities.
Shipping is perhaps the most international of all the world's industries. Every year more than 200 million sea cargo containers move among the world's major seaports. In the U.S., nearly 50 percent of the value of all imports arrive via sea container. Unfortunately, shipping is also extremely vulnerable to crime and terrorism.
A terrorist attack on a port or other strategic maritime asset could prove potentially catastrophic to the entire economy of a nation. For companies and authorities involved in international maritime commerce, urgent improvements in port and ship security are now vital. Ports and shippers must take advantage of procedural and technological innovations to improve the security of maritime operations.
